Montana: Water

The Department of Environmental Quality proposed to adopt amendments to regulations governing water quality. The amendments would, among other things, revise provisions pertaining to groundwater mixing zones, nondegradation of water quality, criteria for determining nonsignificant changes in water quality, and criteria for nutrient reduction from subsurface wastewater treatment systems.  A hearing will be held April 23, 2024. Comments are due the same date.

Colorado: Waste

The Department of Public Health and Environment adopted amendments to regulations governing composting at solid waste sites and facilities. The amendments increase allowable Type 2 feedstock volumes for conditionally exempt small quantity facilities, permit certain Class I facilities to accept off-site food waste, implement a standard operator training requirement for Class I, II, and III facilities, and update requirements for sampling, storage, and use of finished compost and soil amendments.

California: Waste

The Department of Resources Recycling and Recovery proposed amendments to regulations governing the Plastic Pollution Prevention and Packaging Producer Responsibility Act.

Washington: Water

The Department of Ecology proposed amendments to water quality standards for surface waters of the state. The amendments would, among other things, update the aquatic life toxics criteria to provide additional water quality protection for organisms that live in water. Washington: Climate Change

The Department of Ecology adopted amendments to regulations governing the greenhouse gas emissions cap-and-invest program. The amendments clarify that the existing holding limits that apply to allowances with a "vintage" also apply to the "vintage less" allowances that are acquired through allowance price containment reserve (APCR) auctions and that any allowances purchased in an APCR auction must be deposited directly into the entity's compliance account.

Utah: Waste

The Department of Environmental Quality proposed amendments to regulations governing waste tire transporter and recycling requirements. The amendments would, among other things, change the number of tires and the size of the tires that an individual can bring to a landfill at one time and clarify other requirements for the landfill management of waste tires and material derived from waste tires. Oregon: Wildlife

The Department of Fish and Wildlife proposed amendments to regulations governing the Wildlife Habitat Conservation Management Program. The amendments would enable the program to strategically focus on priority habitats, change documentation of compliance, and share program administration and implementation with the cooperating agencies and counties. A hearing will be held April 19, 2024. Comments are due the same date.

Oregon: Wildlife

The Department of Agriculture proposed to amend the state list of endangered and threatened plants. The amendments would add a subset of six plant species (Castilleja mendocinensis, Lasthenia ornduffii, Lomatium bentonitum, Penstemon hesperius, Pyrrocoma scaberula, and Rorippa columbiae) to the list.
