Kentucky: Waste

The Department for Environmental Protection adopted amendments to regulations governing special waste. The amendments revise provisions on definitions; permit types and review; determination timetables; obtaining, modifying, transferring, and revoking permits; public information procedures; financial requirements; landfarming and composting; land application of biosolids; conditions applicable to all special waste permits; and monitoring, corrective actions, and fees for special waste permits.

Illinois: Water

The Pollution Control Board proposed amendments to regulations governing groundwater quality. The amendments would, among other things, introduce standards for ten new chemicals detected in Illinois groundwater, including various per- and polyfluoroalkyl substances, adopt the Illinois Environmental Protection Agency’s revisions to existing Class I and II standards, amend procedures for developing groundwater standards, and revise groundwater management zone procedures. Comments are due May 13, 2024.

Idaho: Governance

The Department of Environmental Quality proposed amendments to regulation governing grants for drinking water and wastewater facilities. The amendments would reduce overall regulatory burden, streamline provisions, and increase clarity and ease of use. A hearing will be held April 16, 2024. Comments are due May 1, 2024. Idaho: Governance

The Department of Environmental Quality proposed amendments to regulations governing fees for environmental operating permits, licenses, and inspection services. The amendments would consolidate environmental fees into a single chapter, beginning with wastewater treatment facilities, while also considering fees for the Department’s recycled water program to offset associated costs. A hearing will be held April 17, 2024. Comments are due May 1, 2024.

Florida: Waste

The Department of Environmental Protection proposed amendments to regulations governing on-site sewage treatment and disposal systems. The amendments would clarify auditing and enforcement requirements for the installation of certain septic sewer systems. Comments are due April 19, 2024. Delaware: Air

The Department of Natural Resources and Environmental Control proposed amendments to regulations governing the Title V State Operating Permit Program. The amendments would remove emergency affirmative defense provisions and references to maintain consistency with current federal requirements. A hearing will be held April 25, 2024. Comments are due the same date.
