The amendments revise provisions on definitions, notification and transfer procedures, decommissioning standards, and financial requirements. The Department for Environmental Protection adopted amendments to regulations governing special waste. The amendments revise provisions on definitions; permit types and review; determination timetables; obtaining, modifying, transferring, and revoking permits; public information procedures; financial requirements; landfarming and composting; land application of biosolids; conditions applicable to all special waste permits; and monitoring, corrective actions, and fees for special waste permits.

The Pollution Control Board proposed amendments to regulations governing groundwater quality. The amendments would, among other things, introduce standards for ten new chemicals detected in Illinois groundwater, including various per- and polyfluoroalkyl substances, adopt the Illinois Environmental Protection Agency’s revisions to existing Class I and II standards, amend procedures for developing groundwater standards, and revise groundwater management zone procedures. The Pollution Control Board proposed amendments to regulations governing sewer discharge criteria. The amendments would align Illinois wastewater pretreatment requirements with regulations adopted by EPA during the second half of 2023, update incorporations by reference, and make non-substantive corrections. The amendments would revise the regulations to be “identical in substance” to hazardous waste regulations adopted by EPA in the second halves of 2020, 2021, and the first half of 2023.
