New York: Energy

The State Energy Research and Development Authority adopted amendments to N.Y. Comp. Codes R. & Regs. tit. 21, §508, adding a new Green Residential Buildings Program. The program provides tax incentives for the building of residences that achieve certain environmental goals, including energy efficiency and greenhouse gas emissions reduction. New Hampshire: Land use

The Department of Environmental Services proposed to revise ENV-Wq 1500, which establishes the requirements for obtaining a permit for activities that alter terrain or affect runoff conditions. Changes would require an applicant to demonstrate a legal right to carry out the project and that reclamation projects be calculated for the area of disturbance since May 4, 1981, rather than in a 10-year window. There will be a public hearing on October 22, 2010, and the deadline for comments is November 1.
