SIP Proposal: California (requirements for the 2008 eight-hour ozone NAAQS and the 2015 eight-hour ozone NAAQS in the San Diego County ozone nonattainment area). 

EPA announced the release of and seeks comment on the Waste Reduction Model (WARM) version 16 and its supporting documentation. 

NMFS prohibited the retention and possession of oceanic whitetip sharks in U.S. waters of the Atlantic Ocean, including the Gulf of Mexico and Caribbean Sea, and hammerhead sharks in U.S. waters of the Caribbean Sea.

A proposed stipulation and order modifying a consent decree changes the number of necessary flare gas recovery system (FGRS) compressors at the settling CAA defendants’ petrochemical manufacturing plant in Orange, Texas, from two to three and modifies the requirements for FGRS operation time to reflect the additional compressor. 

EPA entered into a proposed settlement agreement under RCRA and CERCLA with St. Croix Petrochemical Corporation (SCPC), under which SCPC would transfer its remaining assets of approximately $1.7 million to help fund remediation of contamination caused by SCPC’s former Hovensa refinery in St. Croix, U.S. Virgin Islands. 

EPA found that California failed to submit SIP elements required under the CAA to implement the 2012 NAAQS for fine particulate matter in the Los Angeles-South Coast Air Basin. 

United States v. Holly Energy Partners-Operating, L.P., No. 5:24-cv-00107 (W.D. Okla. Jan. 29, 2024). Under a proposed consent decree, settling CWA defendants that allegedly discharged about 300,000 gallons of crude oil into Skull Creek near Cushing, Oklahoma, must pay $7.4 million in civil penalties and perform corrective measures to remedy the violations. 

EPA entered into a proposed administrative settlement under CERCLA for recovery of past response costs concerning the Milwaukee Die Casting Site in Milwaukee, Wisconsin. 

NMFS listed the Atlantic humpback dolphin as endangered under the ESA. 

EPA removed the one-pound per square inch Reid vapor pressure waiver for summer gasoline-ethanol blended fuels containing 10% ethanol in Illinois, Iowa, Minnesota, Missouri, Nebraska, Ohio, South Dakota, and Wisconsin, in response to petitions from those states.
