The Kansas Department of Health and Environment will hold a public hearing on proposed regulations K.A.R. 28-45b-1 through 28- 45b-28, Crude Oil Storage Operation. The regulations require an emergency response plan and the establishment of a public education program by the underground storage facilities to increase community awareness of facility operations and safety procedures. Additional safety requirements include the installation of warning systems and alarms at the wellhead, a maximum allowable operating pressure that is protective of cavern integrity, and criteria for closure of the facility. The proposed regulations require monitoring and testing to ensure that the integrity of the storage wells and caverns is being maintained.
