The Department of the Navy proposed to revise portions of its internal regulations that establish responsibilities and procedures for complying with NEPA; the revision would clarify what types of activities fall under categorical exclusions and normally do not require additional NEPA analysis.

The Federal Highway Administration, Federal Railroad Administration, and Federal Transit Administration modified NEPA regulations to reflect various provisions of the Fixing America's Surface Transportation Act and the Moving Ahead for Progress in the 21st Century Act; revisions include a new section on combined final EIS/record of decision documents and other procedural changes.
