Oregon: Climate Change

The Department of Environmental Quality will hold public hearings on proposed rules that would require sources to report greenhouse gas emissions to the agency. The proposed rules require all sources in Oregon that are required to obtain permits under the Title V Operating Permit Program, and certain sources that are required to obtain permits under the Air Containment Discharge Permit Program, to report their emissions beginning with the 2009 reporting year. Hearings are being held through May 15, 2008. Comments are due May 16, 2008.

Oregon: Land use

The Department of State Lands will conduct public hearings to consider the amendments of rules to accommodate uses of state-owned land that are not currently addressed in the rules now in effect. Among these uses are renewable energy projects including, but not limited to, wind turbines and wind farms, solar energy installations and biomass generating facilities; upland quarries; the removal of semiprecious stones, petrified wood, and fossils for commercial purposes; and the removal of sunken logs, woody debris, and abandoned pilings for their commercial value.

Wyoming: Air

The Environmental Quality Council will hold a public hearing to consider proposed amendments to Air Quality Division rules Chapter 3, General Emission Standards; Chapter 5, National Emission Standards; Chapter 11, Acid Rain Program; and Chapter 14, Emission Trading Program Regulations. The majority of the changes to Chapters 3, 5, 11, and portions of Section 4 of Chapter 14 involve updates to the annual effort to adopt by reference from the Code of Federal Regulations. Chapter 14, Sections 2 and 3 are being modified to be compliant with revised federal Regional Haze Rule requirements.
