The U.S. Forest Service proposed to issue a directive to implement parts of the Agriculture Improvement Act of 2018 and streamline its procedures for evaluating applications to locate or modify communications facilities on National Forest System lands.

The U.S. Forest Service issued proposed new directives on leasing Forest Service administrative sites. 

USDA issued a final rule implementing the Coronavirus Food Assistance Program, which provides assistance to agricultural producers impacted by the effects of the COVID-19 outbreak.

The Rural Business-Cooperative Service, a rural development agency of USDA, amended the Biorefinery, Renewable Chemical, and Biobased Product Manufacturing Assistance Program by incorporating statutory definition changes as required in the Agricultural Act of 2018 and, with one exception, adopting an interim rule published on June 24, 2015.

DOI announced the establishment of a categorical exclusion for BLM as directed by the amendment of the Healthy Forests Restoration Act of 2003 by the Agriculture Improvement Act of 2018; the categorical exclusion revises BLM policies and procedures for compliance with NEPA, Exec. Order No. 11514, Exec. Order No. 12114, and CEQ regulations.

The National Park Service proposed to revise its regulations to comply with the decision of the U.S. Supreme Court in Sturgeon v. Frost, which held that Service regulations apply exclusively to public lands (meaning federally owned lands and waters) within the external boundaries of National Park System units in Alaska and not to lands that are not federally owned, including submerged lands under navigable waters. 

The Rural Utilities Service implemented changes to several of its water and environmental programs as required by statutory provisions of the Agriculture Improvement Act of 2018.

The Agricultural Marketing Service announced the availability of $3 billion in funds for the purchase and distribution of fresh produce and dairy and meat products for Americans facing challenges due to the COVID-19 national emergency through an existing commodity procurement infrastructure, which will streamline and expand delivery of fresh produce and dairy and meat products to non-profit and governmental organizations that can distribute the commodities to Americans in need.
