The Commodity Credit Corporation issued a final rule adopting, with minor changes, an interim rule published in the Federal Register on November 12, 2019; the rule implements changes to the Conservation Stewardship Program that are necessitated by the Agriculture Improvement Act of 2018 (2018 Farm Bill) or are required to implement administrative improvements and clarifications, as well as make some minor technical corrections. 

USDA finalized a rule for the highly erodible land and wetland conservation provisions of the Food Security Act of 1985; the rule is intended to clarify how the agency delineates, determines, and certifies wetlands to make determinations of ineligibility for certain USDA program benefits, and to respond to comments on an interim rule published December 7, 2018.

The National Park Service proposed to revise regulations that govern the solicitation, award, and administration of concession contracts to provide commercial visitor services at Service units under the authority granted through the Concessions Management Improvement Act of 1998 and the National Park Service Centennial Act; the proposed changes would reduce administrative burdens and expand sustainable, high-quality, and contemporary concessioner-provided visitor services in national parks.

BLM proposed to issue regulations to enable certain Alaska Native Vietnam-era veterans to apply for land allotments under §1119 of the John D. Dingell, Jr. Conservation, Management, and Recreation Act of 2019, which would enable certain Alaska Native Vietnam-era veterans who, because of their military service, were not able to apply for an allotment during the late 1960s and early 1970s to do so now. 

The U.S. Forest Service amended its existing special use regulations governing the development and approval of operating plans and agreements for maintenance and vegetation management of electric transmission and distribution line facilities on National Forest System (NFS) lands inside the linear boundary of special use authorizations for powerline facilities and on abutting NFS lands to remove or prune hazard trees in accordance with §512 of FLPMA.

The U.S. Forest Service proposed to issue a proposed directive to update its handbook on operation and maintenance of recreation sites on National Forest System lands that contain infrastructure or amenities by the Service for public enjoyment and resource protection. 

The U.S. Forest Service issued and seeks comment on certain interim directives on the use and storage of explosive materials on National Forest System lands as part of activities authorized under special use permits. 

The National Park Service amended its regulations for sport hunting and trapping in national preserves in Alaska to remove regulatory provisions issued in 2015 that prohibited certain sport hunting practices otherwise permitted by the state. 

The president issued Exec. Order No. 13927, Accelerating the Nation's Economic Recovery from the COVID-19 Emergency by Expediting Infrastructure Investments and Other Activities, on June 4, 2020; the order directs agencies to take all reasonable measures to speed infrastructure investments and other actions that will strengthen the economy and return Americans to work, while providing appropriate protection for public health and safety, natural resources, and the environment as required by law.

BLM proposed to revise its regulations for protests of forest management decisions and administration of the timber sale process to streamline the process for sale of forest products by BLM.
