Oregon: Waste

The Department of Environmental Quality conducted public hearings to amend solid waste composting facility rules, to adopt new NPDES Stormwater General Permit No. 1200-CP for composting facilities, to clarify financial assurance requirements for solid waste disposal facilities, and to clarify public notice requirements for renewal of several solid waste permits. The hearings were held February 19-21, 2008. Comments are due February 29, 2008.

Ohio: Air

The Ohio Environmental Protection Agency adopted new rules concerning the control of emissions of organic materials from stationary sources (i.e., emissions that are not regulated by rule 3745-21-09, 3745-21-12, 3745-21-13, 3745-21-14, 3745-21-15, 3745-21-16, or 3745-21-18 of the Administrative Code), and rescinded existing rules concerning such emissions.

Rhode Island: Air

The Department of Environmental Management will hold a public hearing regarding the adoption of the proposed "Rhode Island Attainment Plan for the 8-Hour Ozone National Ambient Air Quality Standard" and the proposed "Revision of the Rhode Island State Implementation Plan to Address Interstate Transport of Pollutants Affecting Attainment and Maintenance of the 8-Hour Ozone and Fine Particulate Matter (PM2.5) National Ambient Air Quality Standards." The hearing will be held March 20, 2008. Comments are due March 20, 2008.

Texas: Air

The Texas Commission on Environmental Quality will conduct a public hearing on a proposed rulemaking to repeal the permits by rule (PBRs) for rock crushers, asphalt concrete plants, and sawmills, which are in §§106.142, 106.147, and 106.223, respectively. The Air Permits Division has developed new standard permits for permanent rock crushers, asphalt concrete plants, and sawmills. These standard permits update administrative and technical requirements for these facilities and are intended to replace the PBRs that are proposed to be repealed. The hearing will be held March 18, 2008.

Texas: Waste

The Texas Commission on Environmental Quality will hold a public hearing to consider the proposal to repeal current §§335.401 - 335.403 and 335.405 - 335.412 and simultaneously propose new §§335.401 - 335.403, 335.405, 335.407, 335.409, 335.411, 335.413, 335.415, 335.417, and 335.419, concerning industrial solid waste and municipal hazardous waste. The proposed rules would revise and reorganize the rules for the commission's household hazardous waste program. The hearing will be held March 11, 2008. Comments are due March 17, 2008.
