Texas: Water
The Texas Water Development Board (TWDB) proposed amendments to regulations governing the Rural Water Assistance Fund. The amendments would implement legislation, clarify the method in which interest rates will be set for loans funded by sources other than bond proceeds, provide consistency with the TWDB’s general financial assistance programs' rules, and clarify borrower requirements. Pennsylvania: Water
The Department of Environmental Protection announced the availability of a draft general permit for painting of the interior of finished water storage tanks by community water systems. Oregon: Water
The Department of Environmental Quality proposed amendments to regulations governing water quality fees. The amendments would increase fees for the Department's water quality programs by 3%, along with an additional 14% fee increase for the On-site Septic System Permitting Program. Ohio: Water
The Environmental Protection Agency proposed amendments to regulations governing water quality standards as part of a five-year review. New York: Wildlife
The Department of Environmental Conservation proposed amendments to regulations governing the listing process, jurisdiction determination, and permit procedures pertaining to endangered and threatened species. The amendments would repromulgate previous amendments made in 2010 and 2021 in accordance with a court decision that found a public hearing was required when the rules were first adopted in 2010. Hearings will be held July 9, 2024. Comments are due July 16, 2024.
Montana: Water
The Department of Environmental Quality proposed to adopt new rules and amend existing regulations governing the translation of narrative nutrient standards and implementation of the Adaptive Management Program (AMP). The new rules would implement S.B. 358 requirements by establishing consistent translation procedures for narrative nutrient standards across Department water programs and implementing the AMP within the Montana Pollutant Discharge Elimination System permitting program, and the amendments would prescribe fees for the AMP and modify nutrient parameters.
Montana: Energy
The Department of Environmental Quality proposed amendments to regulations governing the need findings in the Major Facility Siting Act. The amendments would remove specific references to outdated regulations, update terminology and standards, address potential adverse impacts on visual aesthetics and aviation regulations, and repeal rules no longer relevant in the context of changes in the wholesale energy market.
