The Federal Housing Finance Agency seeks comment on residential energy retrofitting programs financed through special state legislation enabling a "super-priority lien" over existing and subsequent first mortgages. 

BLM established eligibility and selection criteria for tribal and Alaska Native biomass demonstration project proposals submitted for BLM-managed lands under the Indian Tribal Energy Development and Self-Determination Act Amendments of 2017. 

DOE responded to the seven public comments received on the Life Cycle Greenhouse Gas Perspective on Exporting Liquefied Natural Gas from the United States: 2019 Update. 

The Bureau of Ocean Energy Management announced the availability of and seeks comment on its Draft Proposed Guidelines for Providing Information on Lighting and Marking of Structures Supporting Renewable Energy Development on the Outer Continental Shelf (OCS), which, among other things, makes recommendations regarding lighting and marking design for wind energy facilities on federal renewable energy leases on the OCS.

The Bureau of Ocean Energy Management and the Bureau of Safety and Environmental Enforcement issued a policy statement that clarifies DOI's role in regulating workplace safety and health conditions on renewable energy facilities on the outer continental shelf.

DOE announced the availability of and seeks comment on its report titled Life Cycle Greenhouse Gas Perspective on Exporting Liquefied Natural Gas From the United States: 2019 Update, which is intended to provide additional information to the public and inform DOE's decisions regarding life-cycle greenhouse gas emissions of U.S. liquefied natural gas exports for use in electric power generation.

The president issued Executive Order No. 13867, Issuance of Permits With Respect to Facilities and Land Transportation Crossings at the International Boundaries of the United States, which revises the process for development and issuance of presidential permits covering construction, connection, operation, and maintenance of cross-border infrastructure.

The president issued Executive Order No. 13868, Promoting Energy Infrastructure and Economic Growth, which directs EPA to revise regulations and guidance related to state water quality certifications under §401 of the CWA; directs DOT to revise safety regulations governing liquefied natural gas export facilities; and directs the Department of Commerce, DOI, and USDA to develop a master agreement for energy infrastructure rights-of-way renewals or reauthorizations.

FERC amended its regulations on recreational use and development at licensed hydropower projects, including the elimination of FERC Form No. 80, the Licensed Hydropower Development Recreation Report, which solicits information on the use and development of recreation facilities at such projects.

EPA withdrew its January 19, 2017, proposed rule addressing health and environmental protection standards under the Uranium Mill Tailings Radiation Control Act that would have applied to byproduct materials produced by uranium in situ recovery.
