NOAA, on behalf of the U.S. Global Change Research Program, announced the availability of a draft Fifth National Climate Assessment report for public comment.

The Office of Science and Technology Policy seeks input to help inform the framing, development, and eventual use of the first national nature assessment, conducted under the authority of the Global Change Research Act of 1990 and Exec. Order No. 14072 on strengthening the nation’s forests, communities, and local economies.

The Office of Science and Technology Policy and CEQ seek input on the development of a U.S. Ocean Climate Action Plan that will help guide and coordinate actions by the federal government and civil society to address ocean, coastal, and Great Lakes-based mitigation and adaptation solutions to climate change.

The Bureau of Safety and Environmental Enforcement proposed to revise existing regulations for well control and blowout preventer systems that pertain to oil, gas, and sulfur operations in the outer continental shelf to clarify blowout preventer system requirements and to modify certain specific blowout preventer equipment capability requirements.

The Substance Abuse and Mental Health Services Administration seeks input from members of the public about how it can best address the behavioral health impacts of climate change and health equity considerations.

The Forest Service announced the availability of up to $1 billion in grant funding for the establishment of the Community Wildfire Defense Grant Program as appropriated under the Infrastructure Investment and Jobs Act. 

The Federal Highway Administration proposed to amend its regulations governing national performance management measures to require state departments of transportation and metropolitan planning organizations to establish declining carbon dioxide targets and a method for the measurement and reporting of greenhouse gas emissions associated with transportation under Title 23 of the U.S. Code.

FERC proposed to direct transmission providers to submit one-time informational reports describing their current or planned policies and processes for conducting extreme weather vulnerability assessments under the Federal Power Act. 

The Rural Housing Service, Rural Business-Cooperative Service, and Rural Utilities Service updated the definition of "Rural area" for every Rural Development program using the Consolidated Farm and Rural Development Act definition to conform to the revision to the statutory definition in the 2018 Farm Bill.
