EPA announced a 30-day public comment period on draft updates to its Scientific Integrity Policy that will adopt a new federal definition of scientific integrity and meaningfully strengthen several policy elements to ensure a culture of scientific integrity at the Agency.

DOD, the General Services Administration, and NASA proposed to amend the Federal Acquisition Regulation to restructure and update the regulations to focus on current environmental and sustainability matters and to implement a requirement for agencies to procure sustainable products and services to the maximum extent practicable.

The Office of Natural Resources Revenue republished and revised certain subparts of its regulations to implement an order and judgment from the United States District Court for the District of Wyoming that vacated the federal and Indian coal valuation provisions of the 2016 Consolidated Federal Oil & Gas and Federal & Indian Coal Valuation Reform rule.

FEMA seeks input on implementation of the Community Disaster Resilience Zones Act of 2022, including updates to the methodology and data used for the National Risk Index and any other hazard assessment products; potential improvements to FEMA’s provision of hazard data; the process used to designate community disaster resilience zones; financial and technical assistance for resilience or mitigation projects primarily benefitting community disaster resilience zones; and the community disaster resilience zone project application and certification process.

EPA seeks comment to inform the availability of zero emission technologies in the heavy-duty vehicle and port sectors to support development of potentially multiple funding programs under the Inflation Reduction Act of 2022.

EPA proposed to promulgate new greenhouse gas (GHG) standards for heavy-duty highway vehicles starting in model year (MY) 2028 through MY 2032 and to revise certain GHG standards for MY 2027, including updating discrete elements of the Averaging Banking and Trading program; to add warranty requirements for batteries and other components of zero emission vehicles; to revise certain highway heavy-duty vehicle provisions and certain test procedures for heavy-duty engines; and to revise regulations addressing preemption of state regulation of new locomotives and new engines used in locomotives.

The DOE Biological and Environmental Research Program seeks public input on the need for and the structure of a unified data framework that links or integrates existing data activities relating to research on biological systems, bioenergy, environmental science, and Earth system science.

EPA approved the New Jersey Department of Environmental Protection's request to revise or modify certain of its Agency-authorized programs to allow electronic reporting.
