The Mine Safety and Health Administration canceled a program policy letter that was issued on July 29, 2019, to provide guidance on escapeways and refuges used by underground metal and nonmetal miners in emergency situations. 

The Federal Highway Administration (FHwA) and the Utah Department of Transportation proposed a renewal of Utah's participation in the state assumption of responsibility for categorical exclusions, which allows FHwA to assign to states its authority and responsibility for determining whether certain designated activities within the geographic boundaries of the state, as specified in the proposed memorandum of understanding, are categorically excluded from preparation of an EA or EIS under NEPA.

The Office of Surface Mining Reclamation and Enforcement proposed to clarify regulations concerning notification of regulatory authorities of possible violations of any requirement of the Surface Mining Control and Reclamation Act of 1977 to streamline the process for the Office's coordination with regulatory authorities in order to minimize duplication of inspections, enforcement, and administration of the Act. 

DOI announced the establishment of a categorical exclusion for BLM as directed by the amendment of the Healthy Forests Restoration Act of 2003 by the Agriculture Improvement Act of 2018; the categorical exclusion revises BLM policies and procedures for compliance with NEPA, Exec. Order No. 11514, Exec. Order No. 12114, and CEQ regulations.

DOE proposed to update its NEPA implementing procedures regarding authorizations under §3 of the Natural Gas Act in order to improve efficiency of the DOE decisionmaking process by saving time and money in the NEPA review process and eliminating unnecessary environmental documentation.

USDA streamlined Forest Service procedures for evaluating applications to locate or modify communications facilities on National Forest System lands as required by the Agriculture Improvement Act of 2018.

The Tennessee Valley Authority amended its procedures for implementing NEPA.  

DOI announced its proposal to revise NEPA implementing procedures for BLM with a proposed new categorical exclusion. 

USDA seeks input regarding an update to its technical guidelines and science-based methods to quantify greenhouse gas sources and sinks from the agriculture and forest sectors, Quantifying Greenhouse Gas Fluxes in Agriculture and Forestry: Methods for Entity-Scale Inventory, to ensure that relevant information and data are considered, improve the rigor of the guidelines, and enhance the usability of the methods in the updated guidelines.
