EPA announced the availability of a draft document entitled Technical Guidance for Assessing Environmental Justice in Regulatory Analysis and seeks public comment.

EPA announced the availability of Actions That EPA Regional Offices Are Taking to Promote Meaningful Engagement in the Permitting Process by Overburdened Communities and Promising Practices for Permit Applicants Seeking EPA-Issued Permits: Ways to Engage Neighboring Communities to promote environmental justice programs in underrepresented communities.

EPA released two draft policy papers for public comment: "Title VI of the Civil Rights Act of 1964: Adversity and Compliance with Environmental Health-Based Thresholds," which proposes to change the way EPA assesses "adversity" by having the Agency refrain from applying a "rebuttable presumption" in certain Title VI investigations, and "Role of Complainants and Recipients in the Title VI Complaints and Resolution Process," which discusses EPA's proposed position on clarifying the roles of complainants and recipients in the Title VI complaints process.

The President proclaimed April 22, 2013, as Earth Day and encouraged all Americans to participate in programs and activities that will protect our environment and contribute to a healthy, sustainable future.

EPA revised existing procedures for appeals from RCRA, Underground Injection Control, NPDES, PSD, or other final permit decisions filed with the Environmental Appeals Board.
