The U.S. Forest Service announced the availability of and seeks comment on proposed directives implementing §8630 of the Agriculture Improvement Act of 2018, which gives the Service discretion to issue permits for conducting vegetation management pilot projects under lower liability standards to holders of an authorization for a powerline facility or natural gas pipeline on National Forest System land.

The Bureau of Ocean Energy Management and the Bureau of Safety and Environmental Enforcement proposed to revise their existing regulations for exploratory drilling and related operations on the Arctic outer continental shelf to reduce unnecessary burdens on stakeholders.

BLM announced an oil and gas lease sale bid opening for tracts in the Coastal Plain of Alaska's Arctic National Wildlife Refuge.

DOT proposed to update and codify its internal order establishing responsibilities and procedures for complying with NEPA. 

The National Park Service (NPS) revised its regulations to comply with the U.S. Supreme Court's 2019 decision in Sturgeon v. Frost, which held that lands in Alaska that are not federally owned, including submerged lands under navigable waters, are not subject to NPS' ordinary regulatory authority.

The Natural Resources Conservation Service adopted, with minor changes, an interim rule published in the Federal Register on December 17, 2019, that revised the Service's Environmental Quality Incentives Program consistent with the Agriculture Improvement Act of 2018 and implemented administrative improvements and clarifications.

The Commodity Credit Corporation issued a final rule adopting, with minor changes, an interim rule published in the Federal Register on November 12, 2019; the rule implements changes to the Conservation Stewardship Program that are necessitated by the Agriculture Improvement Act of 2018 (2018 Farm Bill) or are required to implement administrative improvements and clarifications, as well as make some minor technical corrections. 

USDA finalized a rule for the highly erodible land and wetland conservation provisions of the Food Security Act of 1985; the rule is intended to clarify how the agency delineates, determines, and certifies wetlands to make determinations of ineligibility for certain USDA program benefits, and to respond to comments on an interim rule published December 7, 2018.

The National Park Service proposed to revise regulations that govern the solicitation, award, and administration of concession contracts to provide commercial visitor services at Service units under the authority granted through the Concessions Management Improvement Act of 1998 and the National Park Service Centennial Act; the proposed changes would reduce administrative burdens and expand sustainable, high-quality, and contemporary concessioner-provided visitor services in national parks.

BLM proposed to issue regulations to enable certain Alaska Native Vietnam-era veterans to apply for land allotments under §1119 of the John D. Dingell, Jr. Conservation, Management, and Recreation Act of 2019, which would enable certain Alaska Native Vietnam-era veterans who, because of their military service, were not able to apply for an allotment during the late 1960s and early 1970s to do so now.
