Montana: Natural Resources

The Department of Environmental Quality adopted amendments to regulations governing hard-rock mining and exploration. The amendments would, among other things, adopt a new rule on exploration license assignments and amend provisions concerning reclamation requirements, operating permit applications, enforcement, annual reports, and blasting operations. Maine: Toxic Substances

The Department of Agriculture, Conservation, and Forestry proposed amendments to regulations governing certification and licensing provisions of commercial applicators. The amendments would align Maine’s pesticide regulations with recent updates to EPA rules by incorporating by reference descriptions and competency standards, changing titles of certain categories, and adding language to categories. A hearing will be held June 7, 2024. Comments are due June 17, 2024.

The Department of Environmental Quality proposed amendments to regulations governing surface water quality standards. Iowa: Air

The Environmental Protection Commission readopted, with amendments, regulations governing compliance, excess emissions, and measurement of emissions. The readoption revises and consolidates Chapters 21, 24, 25, 26, and 29 into a new Chapter 21, while also introducing a new chapter 24 that includes updated provisions for air operating permits. Indiana: Governance

The Natural Resources Commission proposed amendments to regulations governing fees, fines, and civil penalties for several departments. The amendments would align current fees, fines, civil penalties, financial benefit limitations, and other payment amounts set by various agencies with HEA 1623-2023. A hearing will be held June 25, 2024. Comments are due the same date.

California: Toxic Substances

The Office of Environmental Health Hazard Assessment proposed to adopt a Proposition 65 No Significant Risk Level (NSRL) for titanium dioxide. The rule would establish a Proposition 65 NSRL for titanium dioxide with NSRL values of 440 micrograms per day for particles with diameters of 10 micrometers or less and 44 micrograms per day for particles with diameters of 0.8 micrometers or less. Comments are due June 24, 2024.

The Building Standards Commission proposed amendments to regulations governing California green building standards. The amendments would increase electric vehicle infrastructure requirements, update bicycle parking standards, and mandate carbon dioxide monitoring in classrooms across various educational institutions.
