The Department of Environmental Quality proposed amendments to regulations governing uranium mills and source material mill tailings disposal facilities. The amendments would, among other things, clarify when an application for a new license, license renewal, or major licensing action that involves construction must be filed with the director and that the application must include an environmental report. The Department of Agriculture adopted amendments to the state list of endangered and threatened plants. The amendments add a subset of six plant species (Castilleja mendocinensis, Lasthenia ornduffii, Lomatium bentonitum, Penstemon hesperius, Pyrrocoma scaberula, and Rorippa columbiae) to the list. The Department of Environmental Quality proposed to adopt regulations governing noise control for solar energy facilities. The amendments would allow solar energy generation facilities to demonstrate compliance with state noise regulations in the same manner as currently allowed for wind electrical generation facilities. The Department of Environmental Protection proposed amendments to regulations governing endangered and nongame species.
