The bill would clarify the description of certain federal land under the Northern Arizona Land Exchange and Verde River Basin Partnership Act of 2005 to include additional land in the Kaibab National Forest.

 The bill would provide for consideration of bill H.R. 1119, which would establish the bases by which the Administrator of EPA shall issue, implement, and enforce certain emission limitations and allocations for existing electric utility steam generating units that convert coal refuse into energy, as well as bill H.R.

The bill would redesignate the White Clouds Wilderness in the Sawtooth and Challis National Forests in the state of Idaho as the Cecil D. Andrus-White Clouds Wilderness in honor of former Idaho Governor and Secretary of the Interior Cecil D. Andrus.

The bill would allow the Confederated Tribes of Coos, Lower Umpqua, and Siuslaw Indians, the Confederated Tribes of the Grand Ronde Community of Oregon, the Confederated Tribes of Siletz Indians of Oregon, the Confederated Tribes of Warm Springs, and the Cow Creek Band of Umpqua Tribe of Indians to lease or transfer certain lands.
