The Department of Environmental Quality proposed to adopt new regulations governing the Plastic Pollution and Recycling Modernization Act. The regulations would clarify when and how producer responsibility organizations would provide funding or reimbursements to local governments, or their collection service providers, for related transportation costs, new or expanded on-route collection start-up costs, new or expanded depot collection start-up and operational costs, and contamination reduction programming.
