The Department of Environmental Quality proposed to adopt a new regulation governing fuel tank seismic stability. The regulation would require facilities to perform seismic vulnerability assessments and propose and execute risk mitigation implementation plans that would reduce the risk of oil spills due to a high magnitude earthquake.
