would preserve the Arctic coastal plain of the Arctic National Wildlife Refuge as wilderness. 

amends the Migratory Bird Hunting and Conservation Stamp Act to increase in the price of Migratory Bird Hunting and Conservation Stamps to fund the acquisition of conservation easements for migratory birds.

amends the Energy Policy and Conservation Act to permit exemptions for external power supplies from certain efficiency standards.

revises the boundaries of certain John H. Chafee Coastal Barrier Resources System units.

directs the Secretary of the Interior to enter into the Big Sandy River-Planet Ranch Water Rights Settlement Agreement and the
Hualapai Tribe Bill Williams River Water Rights Settlement Agreement, provides for the lease of certain land located within Planet Ranch on the Bill Williams River in the Arizona to benefit the Lower Colorado River Multi-Species Conservation Program, and provides for the settlement of specific water rights claims in the Bill Williams River watershed.

would amend the Water Resources Development Act of 1996 to deauthorize the Ten Mile Creek Water Preserve Area Critical Restoration Project.

would amend the Water Resources Development Act of 2000 to authorize the Central Everglades Planning Project.

would authorize the Great Lakes Restoration Initiative.

would amend the SDWA to provide for the assessment and management of cyanotoxins in drinking water.

would amend NEPA to authorize assignment of federal agency environmental review responsibilities to states.
