would approve the Keystone XL Pipeline. 

would authorize the Secretary of the Interior or the Secretary of Agriculture to enter into agreements with states and their political subdivisions providing for the continued operation of public land in the state during any period in which the secretary is unable to maintain a normal level of operations due to a lapse in appropriations.

would require the National Park Service to refund all state funds used to reopen and temporarily operate a unit of the National Park System during the October 2013 shutdown.
