would establish a more uniform, transparent, and modern process to authorize the construction, connection, operation, and maintenance of international border-crossing facilities for the import and export of oil and natural gas and the transmission of electricity.

would achieve domestic energy independence by empowering states to control the development and production of all forms of energy on all available federal land.

would clarify that a state has the sole authority to regulate hydraulic fracturing on federal land within the boundaries of the state. 

would amend the Energy Policy and Conservation Act to require the Secretary of Energy to stipulate, as a condition on the sale at auction of any petroleum products from the Strategic Petroleum Reserve, that the petroleum products not be exported to certain countries, and prohibit such sales to certain state-owned entities.
