would establish a program to disseminate technical and other assistance to small and rural electric cooperatives to support expanding electric transmission capacity and hardening electric transmission and distribution infrastructure against cyberattacks and threats from natural hazards, with a focus on threats from wildfire.

would provide for congressional disapproval under Chapter 8 of Title 5, U.S. Code, of the rule submitted by DOE relating to “Energy Conservation Program: Energy Conservation Standards for Air-Cooled Commercial Package Air Conditioners and Heat Pumps.”

would amend the Energy Policy and Conservation Act to require states to include supporting the physical security, cybersecurity, and resilience of local distribution systems in state energy security plans.

would amend the Public Utility Regulatory Policies Act of 1978 so that procedures relating to termination of electric service provide that such service may not be terminated during any extreme heat weather event or extreme cold weather event.

would require an evaluation of the nuclear supply chain of the United States to further reduce regulatory barriers and associated costs for nuclear supply chain manufacturers.

would direct the Secretary of Energy to promote and facilitate the commercialization of domestic spent nuclear fuel reprocessing.

would amend the Atomic Energy Act of 1954 and the Nuclear Energy Innovation and Modernization Act to limit the type of applications reviewed by the Advisory Committee on Reactor Safeguards and to exclude reviews by the Advisory Committee on Reactor Safeguards from NRC's annual assessment and collection of fees and charges.

would express the sense of the House of Representatives that it is unacceptable that the People's Republic of China and the Russian Federation are outpacing the United States in expanding nuclear energy production and global nuclear market share.
