EPA proposed revised new source performance standards for greenhouse gas (GHG) emissions from new fossil fuel-fired stationary combustion turbine electric generating units (EGUs) and for GHG emissions from fossil fuel-fired steam generating units that undertake a large modification; emission guidelines for GHG emissions from existing fossil fuel-fired steam generating EGUs, which include both coal-fired and oil/gas-fired steam generating EGUs; emission guidelines for GHG emissions from the largest, most frequently operated existing stationary combustion turbines, and is soliciting comment on approaches for emission guidelines for GHG emissions for the remainder of the existing combustion turbine category; and to repeal the Affordable Clean Energy Rule.

EPA extended the deadline for state plans required to be submitted under the CAA in accordance with the Affordable Clean Energy Rule until April 15, 2024.

EPA amended its 2016 Emission Guidelines and Compliance Times for Municipal Solid Waste Landfills; the amendments update cross-references and deadlines to align the guidelines with the new timing and completeness requirements in the 2018 Affordable Clean Energy Rule.

EPA finalized the following actions: replace the Clean Power Plan with the Affordable Clean Energy Rule to inform the development, submittal, and implementation of state plans to establish performance standards for greenhouse gas emissions from existing electric utility generating units; and revise emission guideline implementing regulations to provide direction to EPA and the states on the implementation of emission guidelines.

EPA proposed the following actions: replace the Clean Power Plan with the Affordable Clean Energy rule to inform the development, submittal, and implementation of state plans to reduce greenhouse gas emissions from existing electric utility generating units (EGUs); revise emission guideline implementing regulations to provide direction to EPA and the states on the implementation of emission guidelines; and revise the New Source Review (NSR) program to help prevent NSR from being a barrier to implementation of efficiency projects at EGUs.
