The court grants plaintiffs' motion for summary judgment and enjoins defendants from allowing clearcutting under contracts for the sale of timber in the Monongahela National Forest since this practice violates the Organic Act of 1897. Defendants are ordered to revise their regulations, manual, and contracts in accordance with the injunction and the court's opinion of Nov. 6, 1973 not later than July 1, 1974.
