Further construction of the Cooper Dam and Channels Project on the Sulphur River preliminarily enjoined because the Corps of Engineers, in disregard of the requirements of NEPA, 42 U.S.C. §§4321 and 4331 et seq., did not develop procedures that incorporated an interdisciplinary approach to decisionmaking and that would have assured appropriate consideration of environmental values and the adequate study and description of alternatives to the proposed project. A detailed statement describing the environmental impact of the project was not filed.
