A 1968 amendment to the Florida Constitution authorizes public financing of purely private projects in certain specified circumstances. County construction of an industrial waste water treatment plant through the proceeds of bonds sold to the paper mill for whom the plant was being constructed falls within the ambit of the circumstances contemplated by the amendment. The plant has been mortgaged as security for the bonds, but this arrangement cannot be construed to pledge the credit of either the state or the county.
