Sierra Club v. Ruckelshaus

A preliminary injunction is issued to restrain the Administrator of the Environmental Protection Agency from approving those state implementation plans under the Clean Air Act that permit a significant deterioration of presently existing air quality. However, interim approval may be given, subject to review within four months, to ensure that deterioration of air quality is not permitted below levels currently existing in any portion of a state. Approvals may be given for plans that prevent deterioration of presently existing air quality.
