Plaintiff conservationists have failed to establish that irreparable harm will result from defendants' proposed work during the next six to12 months, while an injunction on work during that period might delay the completion of the project—if it is ultimately approved—by as much as a year. Plaintiffs' motion for a preliminary injunction is therefore denied.
