The court upholds an injunction, 7 ELR 20662, which prohibits the Bonneville Power Administration (BPA) from implementing Phase 2 of its Hydro-Thermal Power Program, a long-range cooperative plan formulated to meet the energy needs of the Pacific Northwest, pending preparation of an environmental impact statement. The court also rules that if questions arise as to the scope of the injunction or the need for modifications the district court has authority to resolve them.
