The determination by defendants and the U.S. Corps of Engineers that the Bulk Mail Facility under construction in Prince George's County, Maryland, will not significantly affect the human environment and that preparation of an environmental impact statement is not required is held not to be arbitrary, capricious or an abuse of discretion. The plaintiff's contention that the facility would have an impact on traffic and the sewer and water runoff situation is insufficiently demonstrated to allow the granting of a preliminary injunction.
