Gibson v. Ruckelshaus, 1 ELR 20337 (E.D. Tex. Mar. 1, 1971), reversed and remanded to district court for consideration of whether any relief for plaintiff Gibson is appropriate. Court at oral argument indicated that case must be reversed, vacated or otherwise set aside and directed counsel to collaborate in preparation of proposed decree. Counsel for appellant refused to cooperate with counsel for appellee thus evidencing a deliberate unwillingness to comply with the orders of this court.
