The court holds that the Illinois State Rifle Association, Safari Club International, and two individuals cannot sue the state of Illinois and its Department of Conservation Director under the Pitman-Robertson Wildlife Restoration Act because the Act contains neither an explicit nor an implicit private right-of-action. The only remedy provided in the Act for the improper diversion of wildlife restoration funds is for the Department of the Interior to withhold future funding to the state.
