Judge Sirica approves a stipulation by which the parties agree that the U.S. Agency for International Development (AID) will, within 10 months, file a programmatic NEPA impact statement on its international pesticide activities and pest management program; these include its financing of procurement and use of pesticides in some 20 developing third-world countries. In the period preceding completion of the impact statement, AID agrees to limit its assistance for procurement of DDT, aldrin and dieldrin, and chlordane and heptachlor to public health control and emergencies. AID further agrees to promulgate, within three months, environmental regulations which will subject to NEPA all aspects of its activities, including its capital, technical, and commodity assistance programs.
