The Department of the Navy has complied with the procedural and substantive duties of the National Environmental Policy Act of 1969 in planning for a mock amphibious landing on Reid State Park, Maine by evaluating the environmental impact of the planned landing operation and alternatives to that action and by determining that the action would not significantly affect the quality of the environment so as to require the filing of an environmental impact statement. The broad language of §102(2)(C) of the Act commits to the administrative agency the determination of whether the action will significantly affect the environment. The record clearly warrants the Navy's determination that the potential environmental damage would be insignificant.
