The United States Court of Appeals for the District of Columbia Circuit grants further injunctive relief against the Zoning Commission of the District of Columbia in a suit challenging the refusal of the Commission to down-zone the Georgetown Waterfront area to prevent commercial development. The court holds that, although the Commission is quasi-legislative, it must file a statement of reasons so that limited judicial review may take place. The court takes note of the unresolved question whether the National Capital Planning Commission (NCPC), which makes land use recommendations to the Commission, must file an environmental impact statement in conformity with the National Environmental Policy Act (NEPA).
