A renewal project in downtown Washington, which would replace five squares of predominantly three- and four-story buildings containing small shops and businesses with multi-story office complexes and which would increase pedestrian and vehicular traffic and change transportation patterns, is a major federal action significantly affecting the environment.An environmental impact statement must be filed. Motion granting owners and tenants a preliminary injunction preventing defendants "from continuing in any way" with the project, stayed for 120 days to allow preparation of the formal impact statement.
