Plaintiffs, individual members of plaintiff conservation organization, who allege ownership and beneficial use of land in the San Francisco Bay area and potential harm to their interests, have standing to request injunction against defendant's planned landfill of a portion of the Bay. District court's dismissal of the complaint of individual landowners reversed. District court's discharge of order to show cause and denial of preliminary injunction barring landfill during pendency of case affirmed.
