A district court granted an energy company's request to preliminarily enjoin a 2025 Bureau of Ocean Energy Management (BOEM) order suspending all ongoing activities related to the company's wind energy project off the coast of Virginia. The court found the company was likely to prevail on its claim that BOEM's order violated the APA, that the company demonstrated it would likely suffer irreparable harm absent an injunction, and that the public interest and balance of equities favored such relief. The court stayed the order and enjoined its enforcement until directed otherwise.
