A district court granted BLM's motion to dismiss a challenge to its approval of 26 applications for permits to drill in Colorado. An environmental group argued BLM's refusal to impose environmental mitigation measures on drill sites located on private land violated the APA and impaired its members' ability to enjoy Pawnee National Grassland. BLM moved to dismiss for lack of standing and failure to state a claim. The court found the group did not show enough of a geographical nexus between its members' visits to the grasslands and the challenged drilling operations, and thus lacked standing. It granted BLM's motion to dismiss.
