A district court denied a landowner's motion to temporarily enjoin a natural gas pipeline developer from blasting aquifers along a route approved by FERC that crossed his property. The landowner argued the court had jurisdiction because he was not seeking to modify or set aside FERC's certificate for the pipeline. The court found that the landowner's claim was incorrect, and concluded that it lacked jurisdiction to enjoin or interfere with the developer's construction activities after the power to exercise eminent domain had been established and approved. It denied the motion for a temporary injunction.
