A district court granted BLM's motion for voluntary remand in a challenge to the agency's resource management plan (RMP) and EIS for oil and gas leasing in western Colorado. Environmental groups argued that BLM violated NEPA by failing to take a hard look at indirect and cumulative combustion emissions and failing to consider all reasonable alternatives to oil and gas leasing and development. BLM moved to remand to prepare a supplemental environmental analysis for the RMP, and the groups did not oppose. The court granted BLM's motion and remanded to the agency to conduct a further and supplemental environmental analysis.
