A district court granted in part nonprofit groups' motion for summary judgment in a lawsuit concerning BLM's review of cumulative climate impacts of oil and gas leases in Wyoming. The groups argued that BLM's supplemental EA prepared in response to the court's previous ruling that the agency had failed to take a "hard look" at greenhouse gas emissions from the leases still failed to take the requisite hard look required by NEPA. The court found that the agency's supplemental EA did not sufficiently discharge its duties under NEPA, and granted in part the groups' motion for summary judgment and remanded again to BLM for further consideration.
