A district court ordered BLM to revise the Craters of the Moon and Pinedale resource management plans (RMPs) to correct deficiencies concerning impacts on the sage-grouse. In an earlier decision, the court held that BLM's EISs for the RMPs failed to adequately analyze impacts to the sage grouse in violation of NEPA. At issue now are the remedies. The parties agreed that the RMPs should be remanded and that BLM would complete a new Craters RMP by the end of 2014 and a new Pinedale RMP by the end of 2016. Environmental groups, however, sought to impose interim measures to manage grazing and drilling while the RMPs are being revised. But because they failed to show that the sage-grouse would suffer irreparable harm if the proposed interim protections are not adopted, the groups' request for injunctive relief was denied.
