A district court ordered the California Department of Transportation to revise its EA for a proposal to widen a highway through a state park home to ancient redwoods as well as an abundance of wildlife, including the marbled murrelet and spotted owl. There are a number of discrepancies and omissions that raise serious questions about whether the agency truly took a "hard look" at the effects of the project and made an informed decision. On remand, the agency must prepare accurate maps, and the agency must number each ancient redwood, clearly identify it in the map, identify its root zone, and set forth the environmental issues to each one.
