The Administrator of the U.S. Environmental Protection Agency must submit to Congress a report concerning locations and levels of radon gas, the level of gas that poses a threat to human health, ways to minimize the threat, and public education about the hazard. [42 U.S.C. §7401 note]

The Administrator must conduct a radon mitigation demonstration program to test methods of reducing or eliminating radon gas where it poses a threat to human health. The Administrator must report annually on the demonstration program. [42 U.S.C. §7401 note]

The Administrator must establish a research program designed to further the understanding of health problems associated with indoor air pollution, including radon; to coordinate research and development efforts to improve indoor air quality; and to assess appropriate actions to mitigate environmental and health risks associated with indoor air quality problems. [42 U.S.C. §7401 note] The Administrator must establish public and private sector advisory committees to assist in carrying out the air quality research program. [42 U.S.C. §7401 note]

These provisions do not authorize the Administrator to carry out any regulatory program or activity other than research and development, reporting and information dissemination, and coordination activities. Nor do these provisions limit the Administrator’s, or any other agency’s, authority. [42 U.S.C. §7401 note]
